To guarantee that the food assistance transfer standards are upheld at all times, the SPIR II Food Assistance Compliance Coordinator will be in charge of planning, carrying out, overseeing, and assessing of the compliance management plan. The job holder shall uphold the standard of food assistance delivery in compliance with donor requirements, World Vision’s food assistance manual, its compliance response mechanism, and standard operating procedures, which include environmental compliance. The Food Assistance Compliance Coordinator will provide expert support in ensuring and implementing program accountability and compliance with USAID and SPIR II requirements in program intervention. In the context of SPIR II operation, the coordinator will guarantee program accountability and adherence to donor and organizational standards and requirements.  In addition, s/he will guarantee that all actors are in compliance with operations and strengthen the technical skill transfer capabilities of implementing partners.

 Workplace Duties

Food Assistance Compliance: Developing and Executing Strategies

• Create and carry out compliance initiatives to guarantee program accountability, requirements fulfillment, and delivery of results by the standards, guidelines, and protocols for food assistance humanitarianism.

• Oversee the application of standard operating procedures for food assistance in SPIR II operational areas.

• Help establish quality commodity management in terms of storage, documentation, overall commodity flow, and food transfer by enhancing monitoring systems and updating tools and procedures.

• Ensure that compliance activities are planned at every operational area of the SPIR II program, down to the level of each implementing partner.

• Oversee the efficient implementation of the joint plan by humanitarian core standards and principles, ensuring that resources are allocated to program beneficiaries as needed.

Collaboration and Coordination.

• Closely collaborate with the SPIR II food assistance management team, implementing partners, and technical team to support the creation and execution of standard operating procedures to improve and enhance food assistance transfer compliance to standards.

• Take the lead in the Compliance and Food Assistance Monitoring Task Group and represent the food assistance management in all meetings about compliance and monitoring.

• The lead compliance team collaborates with the field offices, food monitoring, and food assistance management.

• Make sure that all parties involved are involved in the management and transfer of food assistance to guarantee that program accountability is carried out efficiently and openly.

• Ensure implementing partners are supported on any technical aspects that might needed and that all monitoring and compliance works are supportive and result-oriented.

• Work together with partners’ level compliance staff to ensure that compliance plans are implemented effectively, risk-based monitoring is carried out, and findings are appropriately and promptly closed.

Carrying Out Compliance Tasks and Submitting Reports

• Arrange and carry out a field visit to confirm the evidence and close any open findings that have been reported from routinely monitoring the distribution of food, end-use inspections, and post-distribution tracking.

• Arrange and collaborate closely with the commodity team to guarantee that the food assistance transfer is carried out by USAID guidelines, World Vision International’s food program standards, and the minimal standards established by the humanitarian community.

• Examine and discuss the results of the food monitoring team’s observations, and create a follow-up matrix sheet to promptly close findings.

Conduct prearranged and sporadic field monitoring visits to food distribution centers and warehouses to verify adherence to established protocols and guidelines.

• Take steps to guarantee that all SPIR II target Woredas have the appropriate branding and marking requirements in place.

• Assure effective communication regarding the consistent and best possible organization of monitoring reports and follow-up sheets (containing proof of concluding the findings).

• Working on action plans with the food assistance team, Field Offices, Commodity Supervisors, Distributors, and Storekeepers in closing findings, and documentation on the statuses. Create and apply various instruments, like checklists, to every FDP to guarantee and improve the compliance requirements.

• Active participation in all risk monitoring sessions, including technical working groups and compliance meetings.

• Ensure that compliance activities are completed to the necessary degree and standard and that timely reports on the accomplishment of quality compliance activities are generated, compiled, and distributed to all relevant parties.

Building Capacity and Oversight

• Enhance and expand the field staff’s competency in commodity management and implementation standards to guarantee that compliance is successfully and sustainably upheld.

• Assist in hiring monitoring and warehouse employees, monitor their performance, and maintain cooperative, positive working relationships per WVE’s Code of Conduct in coordination with SPIR II food assistance management.

• Finds gaps in the capacity of commodity staff and helps with capacity-building plans.

• Oversee and assist with regular team meetings to discuss program progress and arrange lesson sharing.

• To improve cordial staff relations and guarantee accountability, involve the warehouse commodity management team in the use of suitable tools like coaching, mentoring, and staff performance management.

 Qualifications for Education

Necessary Work Experience

• Five years of experience in fields related to development, disaster relief, and food assistance/food programs, with at least three years of experience in monitoring or coordinating compliance.

Necessary Certification, licensure, training, and registration

• Agricultural Economics, Disaster Management, Business Administration/Management, Food Science, and Associated Fields (MA/MSc or BA/BSc).

favored Proficiency and Credentials

Strong grasp of the PSNP and USAID/BHA Food Security and Resilience programs, as well as their working knowledge of them; demonstrated ability to coordinate compliance teams and monitor commodities; and possessed experience in cash transfer programming, grant and project management, market assessment and analysis, food assistance monitoring, and report writing.

• Possess a solid grasp of humanitarian standards and core values; • Well-versed in the local context; • Has experience working with INGOs; • Capable of handling high-stress and high-security situations; and • Capable of working in and contributing to a team-building environment

Journey and/or Workplace Need:

• 70% of travel is required within the country; the position is office-based with field travel.
